Fulbright Program Partners
The U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA)
administers the Program under policy guidelines established by the J. William Fulbright Foreign Scholarship Board (FSB). with the assistance of binational commissions and foundations in 50 countries, U.S. embassies
in more than 100 other countries and cooperating agencies in the United States.
In the United States, ECA is assisted by several private U.S. organizations in the implementation of the Fulbright Program in the U.S. and abroad.
Fulbright partner organizations, also called "cooperating agencies," fill many roles. They receive and analyze submitted applications. They bring qualified experts to evaluate credentials. And, they make recommendations to the FSB regarding the final selection of Fulbright awards.
In consultation with ECA, cooperating agencies are also responsible in the United States for the issuance of public announcements concerning the Fulbright Program and available grants, as well as for providing U.S. grantees with background information on their specific assignments.
During the Fulbright grant, cooperating agencies help to prepare reports in order to provide data for counseling and guidance of grantees as well as for the planning and evaluation of programs.

Administers the U.S. student program and oversees most foreign Fulbright students in the United States.
Council for International Exchange of Scholars (CIES)
A division of IIE; administers the exchanges of scholars and professionals to and from the United States.
America Middle East Educational and Training Services, Inc. (AMIDEAST)
Administers exchanges of foreign students from the Middle East and North Africa.
LASPAU: Academic and Professional Programs for the Americas
A nonprofit organization affiliated with Harvard University
; administers Fulbright grants for approximately 450 students from the Western Hemisphere.
FHI 360
Provides administrative services to the Fulbright Teacher Exchange Program.
U.S. Department of Education
Administers all Fulbright-Hays Program grants.
