For Fulbright U.S. Student Program research and study grants, affiliation with an educational institution or other sponsoring entity in the host country is required, even if the grantee is engaged primarily or solely in research or artistic activity or does not plan to enroll in regular classes. All grantees must have a host country affiliation.
>>> English Teaching Assistants will be placed by the supervising agency in the host country and should not try to arrange their own placements.
>>> Applicants for study or research awards will, in most cases, be responsible for arranging their own host country affiliations and for providing documentation of the affiliation with the application.
>>> Types of affiliations vary, but may include universities, libraries, laboratories, NGOs, museums, and others as approved by the supervising agency in the host country.

In many countries, particularly those with Fulbright commissions, scholars are expected to submit evidence that they have identified a host affiliation in the United States as part of the application process, well before an actual grant is awarded. Scholars usually include a letter of invitation from the host institution in their application materials.
In other instances, often in countries where the competition is conducted by the public affairs section of the U.S. embassy
, scholars apply for awards and identify their specializations. This information is used to determine placement at U.S. host institutions. For these grantees, affiliations will be confirmed or placements arranged based upon the scholar's interests and needs.

Hubert H. Humphrey Program fellows are assigned in geographically diverse groups of seven to fifteen to the most appropriate host institution based on area of interest and field. The university serves as the Fellows' academic and professional base. The Humphrey Program is hosted by an academic unit based in the predominant field, but Fellows have access to a broad spectrum of resources throughout the university.
