The U.S.-China Fulbright Program was the first in the world. Inaugurated in 1947, it was closed in 1949 and reinstated in 1979. Approximately 20 U.S. Fulbright professors visit China each year to lecture in various social science and humanities fields. This year there are 54 junior and 18 senior U.S. researchers in China in various aspects of Sinology. Some 40 Chinese Fulbright researchers, plus 10 graduate students, visit the U.S. annually to conduct research in various aspects of American studies.
Fulbright opportunities for Chinese citizens to study, conduct research and teach language in the U.S. are governed by bilateral relationships between the U.S. and Chinese governments. All Chinese applicants for Fulbright grants apply under regulations determined by the Ministry of Education in China. In addition to senior and junior research opportunities, the U.S. recognizes Chinese as a critical foreign language and invites students and young teachers to teach their native language at U.S. universities through the Fulbright Foreign Language Teaching Assistant Program.
Opportunities in the U.S. for Chinese Citizens
There are numerous opportunities for U.S. scholars and students to apply for teaching or research grants in China. The areas of teaching and research include primarily disciplines in the humanities and social sciences. Professors of American Literature are particularly welcomed to apply. Recent graduates and individuals in doctoral programs may apply for student grants. All student applicants must be tested for their fluency in Mandarin.

All Fulbright applicants from China apply through their university to the China Scholarship Council (approved by the Ministry of Education) which conveys a list of potential nominees to the Public Affairs Section of the U.S. Embassy in Beijing for final nomination.

Fulbright Foreign Student Program
The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to research and study in the United States for one year or longer.
Fulbright Foreign Language Teaching Assistant (FLTA) Program
The Fulbright FLTA Program
, a component of the Fulbright Foreign Student Program, provides young teachers of English as a Foreign Language the opportunity to refine their teaching skills and broaden their knowledge of American cultures and customs while strengthening the instruction of foreign languages at colleges and universities in the United States. -
Scholars
Fulbright Visiting Scholar Program
The Fulbright Visiting Scholar Program provides grants to lecture and/or conduct postdoctoral research at U.S. institutions for an academic semester to a full academic year.
Fulbright Scholar-in-Residence (SIR) Program
The Fulbright SIR Program brings scholars and professionals from abroad to U.S. college and university campuses for a semester or an academic year, primarily to teach undergraduate courses. SIR grantees also assist in developing curricula and serve as a resource for faculty, students, and the community.

The Fulbright FLTA program
is a nine-month, non-degree program providing future teachers of English with the opportunity to refine their skills, increase their English language proficiency, and extend their knowledge of U.S. society and culture while strengthening foreign language instruction at U.S. colleges and universities, and some high schools.

The Fulbright U.S. Student Program enables U.S. graduating college seniors, graduate students, young professionals, and artists to study abroad for one academic year.
In addition, Critical Language Enhancement Awards
are available to grantees for study of critical need foreign languages before their grant period.The Fulbright U.S. Student Program is administered by the Institute of International Education (IIE).

Several programs are available for American scholars with a range of research, teaching, and collaboration opportunities. There is a strong desire for academics specializing Rule of Law issues. Opportunities for research and teaching exist at universities throughout China.

The Fulbright U.S. Scholar Program sends American scholars and professionals abroad to lecture and/or conduct research in a wide variety of academic and professional fields.
Fulbright Specialist Program
The Fulbright Specialist Program
, a short-term complement to the traditional Fulbright Scholar Program, sends U.S. faculty and professionals to serve as expert consultants on curriculum, faculty development, institutional planning, and related subjects at overseas academic institutions for a period of 2 to 6 weeks.The Fulbright U.S. Scholar Program is administered by the Council for International Exchange of Scholars (CIES).
