Fulbright Alum K. Michael Reynolds, Ph.D., has secured a $645,000 grant from the U.S. Department of State to help launch three human rights centers in southern Russia.  These centers will provide free legal services as well as coordinate human rights efforts and promote police reform.

During his Fulbright grant in 2007, Dr. Reynolds resided at the Volgograd Law Academy where he examined the impact of policing effectiveness and satisfaction.  Through his work he was able to develop strong partnerships at the Ministry of Internal Affairs.  He describes the Fulbright Program as “exceptional” and one which has fostered enduring relationships in Russia.

Dr. Reynolds plans to establish the human rights centers in collaboration with the Volgograd Academy of the Ministry of Internal Affairs and the Volgograd Academy of Public Administration, according to a press release from the University of Central Florida.  He currently teaches criminal justice as an associate professor in the Department of Criminal Justice and Legal Studies at the university.

Since participating in the Fulbright Program, Dr. Reynolds has maintained strong ties with his colleagues in Russia and has hosted three generals from the Ministry of Internal Affairs, numerous faculty and staff, two student groups, and the Volgograd Academy of Public Administration rector.  As well as hosting visitors at the University of Central Florida, Dr. Reynolds also takes groups of students to Russia each year.  The 2011 summer trip will mark the ninth class and will exceed a total participation of 150 students.

More information on the details of Dr. Reynolds’ plans can be found in the University of Central Florida’s article at http://today.ucf.edu/ucf-professor-leads-effort-to-promote-human-rights-in-russia/
